In my opinion yes.  It's generally a lot faster to travel in L.A by car despite heavy traffic. If you take the bus not only will you have to wait outside for the bus but you may also need to make transfers. It's generally a lot faster and more comfortable in a car. Not to mention safer. There can be a lot of interesting characters on board when you take public transportation.

Then you have the geographic factor. L.A is not a small place; it is spread out and large and you will definitely need a car if you want to travel to somewhere like Long Beach or Orange County. Contrary to popular belief you don't need a ton of money to find a used car; you just know where to look. 

Your Car Needs To Be Reliable

You don't want your used car breaking down in a sketchy area of town late night. Especially if you are new to L.A and aren't quite sure which areas are safe or not.
